The Directorate of Personnel is responsible for:
a. The implementation of personnel procedures in accordance with the Law on the Civil Service, the Law on Salaries and Statutory Rules of Civil Servants of the Assembly,
b. Advising senior management on the planning of employment policies, implementing fair employment policies, employee mobility and respecting the principles of the Civil Service in the Assembly Administration,
b. Advising managers regarding employees and description of working duties,
c. Preparing initial proposals for employment plans,
d. Implementing, developing and managing recruitment procedures and promotion for civil servants in accordance with the Law on the Civil Service, the Law on Salaries and the Statutory Rule of the Civil Service of the Assembly,
e. Implementing, developing and managing recruitment procedures for other officials selected and appointed by the Assembly, in accordance with decisions of the Presidency and other Assembly acts,
f. Preparing working contracts for civil servants, political staff and political support staff,
g. Performing assessment procedures and policies,
h. Organizing training and career development of civil servants, coordinating training works and activities with supporting organizations of the Assembly, keeping records and monitoring project implementation,
i. Reviewing administration acts relating to payroll, coefficients, employment contracts, holidays, travel statements,
j. Initiating and securing support for the development of disciplinary procedures and complaints,
k. Caring for personal files of officials,
l. Maintaining the electronic data base of the Directorate of Personnel,
m. Analyzing and systematizing personnel data for the needs of the Assembly Administration and periodic annual reports.
The Directorate of Personnel is comprised by:
a. The Unit for Recruitment and Personnel Management, and
b. The Unit for Recruitment and Development of Human Resources .
